Singapore is the largest bunkering port in the world by a wide margin, supplying approximately 54.9 million tonnes of marine fuel in 2024 — roughly five times the volume of the next-largest port. Why Singapore dominates

The port combines three advantages that no other hub replicates in full: geography at the Malacca bottleneck, deep water at natural anchorages capable of holding hundreds of vessels simultaneously, and a regulatory framework that has, since the introduction of Mass Flow Meter (MFM) mandates in 2017, materially reduced quantity disputes. Over 60 licensed bunker suppliers operate here, and the Singapore Bunker Exchange provides electronic nomination and documentation.

Fuels and methods

Every mainstream marine fuel grade is available: VLSFO (0.50% sulphur), HSFO (for vessels with scrubbers), LSMGO for ECA compliance and auxiliary use, MGO, straight MDO, and an expanding biofuel programme centred on B24 blends. LNG bunkering has been offered since 2017 and methanol trials are active. Delivery is almost exclusively by barge at anchorage; alongside supply at container terminals is available on request.

What to expect operationally

Stems can typically be confirmed with 2-4 days' notice for standard grades, shorter for established accounts. Barge ETA windows are tight relative to other hubs — typically within a 4-6 hour window. Bunker Delivery Notes are issued in compliance with MARPOL Annex VI and the MPA's own Singapore Standard SS 600 (bunkering procedure).

Strategic considerations

Vessels transiting east-to-west or vice versa almost always call Singapore for fuel regardless of cost differentials with nearby alternatives, because the detour penalty elsewhere (Port Klang, Tanjung Pelepas) rarely covers any marginal saving once time and fuel burn are modelled.

How far in advance should I nominate a stem at Singapore?

For standard VLSFO and LSMGO grades, 2-4 days is typical for new accounts; established accounts can often confirm in 24-48 hours. For HSFO, LNG or biofuel blends, allow 4-7 days. Nomination terms are set bilaterally but the MPA's electronic system documents every stage.

Can I take bunkers while working cargo in Singapore?

Alongside bunkering is possible at some terminals subject to terminal approval, but the overwhelming majority of stems are taken at anchorage via barge. Anchorage delivery is often faster than waiting for a berth window.

Does Singapore offer biofuel bunkering?

Yes. B24 (24% biofuel blend) is the current standard commercial offering, with B30 available on request. The MPA's biofuel supply chain is certified under ISCC and is commonly used by shipowners meeting FuelEU Maritime or voluntary decarbonisation targets.

What happens if I dispute the delivered quantity?

Singapore's Mass Flow Meter mandate has sharply reduced disputes, but the process is: a joint measurement is recorded by MFM and witnessed; if discrepancy persists, the Singapore Chamber of Maritime Arbitration (SCMA) provides established procedures. Independent surveyors are routinely appointed.
