Emission control and the 2015 ordinance

Hong Kong implemented early sulphur restrictions — a 0.50% sulphur cap for vessels at berth was introduced in 2015, ahead of the global IMO 2020 rollout. This gave the port and its suppliers early operational experience with compliant fuels and robust bunker documentation practices.

Fuels and delivery

VLSFO and LSMGO dominate. HSFO availability is limited and subject to specific supplier nomination. LNG bunkering is in development but not yet commercial-scale. All deliveries are by barge at anchorage.

Strategic role

For vessels on trans-Pacific or intra-Asia services, Hong Kong is frequently chosen as a bunker-plus-crew-change stop because of its well-developed port agency services, reliable medical facilities, and efficient Immigration clearance. The bunker market is deep enough to support routine lifts but not as large as Singapore or Zhoushan.

Operational notes

Typhoon season (July-October) periodically disrupts operations with short-notice suspension of barge movements. Otherwise, lead times of 2-3 days are typical.

Is HSFO available at Hong Kong?

Availability is inconsistent and typically requires specific nomination to suppliers who stock it. Most barges are dedicated to VLSFO and LSMGO; HSFO is treated more as a request-only product than an off-the-shelf offering.

Can I take bunkers at container terminals directly?

Generally no — Hong Kong's bunker model is barge-at-anchorage. Terminal bunkering alongside is rare.

How does typhoon season affect operations?

When typhoon warnings are issued, barge operations suspend and anchored vessels may be required to proceed to sea. Plan stems outside the warning window and build in buffer during July-October.
