Fuel Quality Testing — Pre-Bunker, Post-Bunker, and Dispute

How fuel quality testing actually works — which labs, which tests, what the results tell you, and how they're used in disputes.

Why test fuel

Fuel quality affects engine performance, wear, and emissions. Off-spec fuel can cause separator problems, injector damage, bearing wear, and in extreme cases main engine failure. Early detection allows claim filing within contractual time limits and operational mitigation before damage occurs.

Standard test panels

The standard 'ISO 8217 compliance' test panel covers all parameters in the relevant grade table — density, viscosity, flash point, pour point, water content, sediment, cat fines, CCAI, sulphur, and others depending on grade. Price is typically a few hundred dollars per sample; turnaround 3-7 days at standard labs.

Extended testing

For specific issues, extended tests are available: stability and compatibility testing (important for VLSFO blends), total sediment accelerated (TSA), asphaltene content, and specific contaminants. Extended testing adds cost and time but can be decisive in dispute.

Test laboratories

Major international labs include Viswa Lab, DNV Fuel Testing, VPS (Veritas Petroleum Services), FOBAS, Maritec, and Intertek Lintec. Accreditation to ISO 17025 is standard. Results from accredited labs carry evidential weight in commercial disputes.

Sampling protocol

The validity of test results depends on proper sampling. MARPOL-compliant samples are taken during delivery, sealed, and counter-signed by ship and supplier. The 'ship's copy' sealed sample is the primary evidence for disputes. Opening a sealed sample for testing must itself be witnessed where possible.

Using results operationally

If test results show fuel within spec, normal operation. If off-spec on a minor parameter, commercial claim to supplier while continuing operation. If off-spec on a material parameter (high water, high cat fines, low flash point), consideration of whether to use the fuel at all — decision may involve engine OEM consultation and may mean de-bunker and fresh supply.

How long does a standard fuel test take?

3-7 business days is typical for full ISO 8217 compliance panel. Rush service at extra cost can reduce to 1-2 days at some labs. Specific single-parameter tests (e.g., sulphur only) can be same-day.

What's the difference between MARPOL sulphur testing and full quality testing?

MARPOL sulphur testing is a single parameter — regulatory compliance. Full quality testing is the complete ISO 8217 panel — operational suitability. Both use the same retained sample but answer different questions.

Who pays for testing?

Depends on purpose and contract. Routine quality checks are typically operator cost. Dispute testing is often paid by the party seeking evidence, recoverable if the claim succeeds. Contract terms govern cost allocation in detail.

Can I use automotive or petrochemical labs instead of marine fuel specialists?

Technically some tests are universal but marine fuel labs have specific expertise in residual fuel behaviour, compatibility, and interpretation. For disputes, a recognised marine fuel lab is strongly preferable.
