The ARA cluster sits on Europe's busiest cargo gateway and its largest refining and storage complex. Product and barges move freely between the three ports, so pricing tracks closely across the range and availability is deep. For any vessel trading to or through North-West Europe, ARA is the natural place to fuel.
The hubs
Rotterdam — Europe's number one
Rotterdam sold about 9.8 million tonnes in 2024, the largest bunker port outside Asia. Deep water, huge storage, and barge delivery across a busy but well-organised port. Every grade is available, with LNG and bio-VLSFO on nomination.
Antwerp (Antwerp-Bruges) — the refining neighbour
Antwerp supplied about 6.5 million tonnes in 2024. Its refining cluster means physical product is usually locally produced. Barge delivery is standard; truck-to-ship is available for smaller distillate stems at inner berths.
Amsterdam & the wider range
Amsterdam completes the ARA trio; nearby Hamburg and the Baltic approaches at Skaw and Gothenburg extend coverage for vessels routing north.
The EU carbon overlay
This is the defining feature of bunkering in Europe. The EU ETS and FuelEU Maritime apply to voyages touching EU ports — EU ETS is at 100% of CO₂ from 2026 and now covers methane and N₂O, while FuelEU sets a declining GHG-intensity limit. The fuel itself is not taxed, but the carbon cost of burning it is, and it changes the economics of biofuel and LNG. Note too that mass flow metering becomes mandatory at Rotterdam and Antwerp from 2026.
